Learning outcomes of the curricular unit
This Seminar aims to convey the core structure and the basic principles of operation of the Value Added Tax. After completing it, the student should be able to understand the basic mechanics of the tax, and, to this extent, to competently interpret and apply the main rules of the VAT Code and other fundamental national VAT regulations. The student should also be able to understand the basic structure of the VAT Directive and interpret the most relevant CJEU jurisprudence for the operation of the tax. The Seminar is organized to allow the student to develop a solid pillar of knowledge about the tax that enables him, with his own study or by attending more advanced courses (we recommend, in particular, the VAT II Seminar, in this master's program), to evolve with consistency in the in-depth knowledge of the tax.

1. BASIC CONCEPTS: VAT and consumption taxation models. Fundamental principles. 2. CORE VAT MECHANICS. 3. VAT DETERMINATION SCHEME: Taxable transactions (concept of taxable transactions; compound, fictional and illegal transactions); Taxable persons (concept of taxable person; public entities; tax shifting; reverse-charge); Territoriality (location of transfers of goods and of provision of services: general rules and special rules); Chargeable event and Chargeability; Taxable amount (value of consideration; normal market value; the special case of subsidies and indemnities); Tax rates (Directive 2022/542); Exemptions (structure, foundations and particularities); Right to deduct (substance and form requirements; limitations and methods; regularizations); Special schemes; Obligations of the taxable person. 4. VAT ON INTERNATIONAL TRANSACTIONS. Import and export. Intra-community acquisitions.
