Learning outcomes of the curricular unit

Recognising the relevance and impact of new technologies concerning information and communication in the Public Administration activity - Provide the students with knowledge regarding new technologies, especially artificial intelligence, and their interaction with the administrative procedure and award, which allows them to solve the new legal challenges posed by Electronic Public Administration

 

Syllabus

I. Electronic Public Administration

1. The impact of new information and communication technologies on Public Administration: From the new public management to e-Government; The State and the promotion of technological innovation in the public sector;
2. Constitutional and European framework: rule of law, fundamental rights and the principle of legality; Public regulation of new technologies

II. Public Administration and Artificial Intelligence

1. Administrative procedure and dematerialization
2. Automated procedures to support administrative decisions
3. Automated administrative act: Imputation of the decision to the competent administrative body; Discretion and algorithms; Administrative act and self-learning technologies (machine learning)

III. Current Challenges

1. Promotion of innovation through the public sector: public procurement; blockchain
2. Automated administrative act, profiling and data protection
3. Administrative justice and automated administrative decisions
