Learning outcomes of the curricular unit

It is intended to enhance knowledge already obtained of the organization of public administration, enabling the student to analyze and critically examine the recent legislative solutions in this matter.

Part I - Delimitation of the Object of Study: Public Administration as a Complex Set of Institutions;

1. Concept of Public Administration;
2. Boundaries of Public Administration;
3. Positive Delimitation;

Part II - Evolution of the Administrative State;

Part III - Transformations and Trends in Administrative Organization in the 21st Century;

1. Destatalized Administrative Organization: Administrative Organization, European Union Law, and International Legal Order;
2. Internal Fragmentation: the Principle of Unity of Public Administration, the Need for Specialization, and New Forms of Institutional Relationships;
3. Internal Fragmentation: the Unity of Administration and the Principle of Administrative Decentralization, particularly territorial decentralization;
4. Pursuit of Efficiency and the Principle of Good Administration;
5. Digital Administration
