2. Internal Fragmentation: the Principle of Unity of Public Administration, the Need for Specialization, and New Forms of Institutional Relationships;
3. Internal Fragmentation: the Unity of Administration and the Principle of Administrative Decentralization, particularly territorial decentralization;
