Are smaller political parties willing to give up their seats in the executive in favour of strengthening a democracy based on proximity?

In recent months, the public debate on the composition of municipal executives has resurfaced. The two largest political parties and the Associação Nacional de Municípios Portugueses (ANMP) have shown openness to amending the Electoral Law of Local Government Bodies, with the main aim of abolishing proportional representation in municipal councils, thus allowing for the formation of a single-party executive.
